Our Purpose

Our Corporate Management team has extensive NHS and local authority experience across England, including in London, Essex, Hertfordshire, Bedford, Luton, East Anglia, Kent, Surrey and Sussex.  Our current leaders are responsible for establishing NEL CSU and the transition to becoming a new, innovative, customer-focused organisation.

Mark Creelman

Managing Director

Mark is Managing Director of NELCSU. Prior to this he was managing Director of South East CSU and has held a variety of senior positions in the NHS. He has worked in CSUs since their inception and understands the potential for CSUs and their role in system transformation and improving patient care.

He originally trained as an accountant before diversifying into social work in Islington in 1995 and has significant experience in integrating health and social care services. He has held operational and strategic positions in commissioning (including specialist), Strategy and QIPP, account management and business development.

He has a Masters in Health and Social care management as well as an advanced award in social work and is incredibly proud to have worked in public services for the last 24 years. Mark takes great pride in the fact that we are part of the NHS family.

Paul Bannister

Paul Bannister

Chief Operating Officer and Deputy Managing Director

Paul has significant experience of financial and acute contract management from both a provider and commissioner perspective. Paul has a degree in economics and spent the first seven years of his career in a top ten accountancy firm where he qualified as a chartered accountant in 2000.

Prior to his current role, Paul has held a number of senior positions in the NHS in east London across finance, analytics and contracting, most recently being the Director of Contracting and Analytics at NEL CSU.

Paul has executive responsibility for the following teams and services:

  • Contracting, Planning and Service improvement
  • Central Analytics and Central Performance
  • London Sector, Out of London sector, South London and South Sector
  • Transition

Harry Turner

Harry Turner

Director of Finance

Harry has significant experience in finance, contracting and analytics through his career in the NHS, which he started as a national finance trainee, and has also worked on a number of large change projects such as the set up of CCGs across London.

Prior his current role he has held a number of senior positions in the NHS across north central London, including being Director of Finance in Haringey and Enfield PCTs, and Director of Contracts in Haringey PCT.

He has been a full member of the Chartered Institute of Public Finance and Accountancy since 1995.

David Thomas

Director of ICT

David Thomas

Director of ICT

David is an experienced ICT leader, a strategic thinker and able to lead and motivate others, having previously worked as Deputy Director of ICT at NCL cluster and before that as Head of ICT at Islington PCT where he successfully led the outsourcing of the IT functions, resulting in more cost-effective and reliable services. He has created and implemented the current ICT services for the CSU and has during 13/14 led the acquisition and transition of ICT services across Anglia and Essex into NEL CSU’s portfolio of services.

David has recently successfully completed a 12 month self-learning programme leading to the NHS Leadership Academy Award in Executive Healthcare Leadership.

David has responsibility for the following teams and services:

  • Corporate ICT services
  • GPIT services
  • Registration Authority (Smartcards) service
  • CSU’s Senior Information Risk Owner (SIRO)

Anne Whateley

Anne Whateley

EXECUTIVE DIRECTOR OF CLINICAL SERVICES

A clinician by background, Anne has worked in a variety of operational management and leadership roles in healthcare provision in London and the West country. She moved into NHS commissioning in 2010 as Director of Quality and Performance at NHS Islington, followed by a period as Deputy Director of Primary Care Commissioning at NHS North Central London.

She was appointed Director of Business Development for NEL CSU when in shadow form and built up the function from scratch, developing a high performing team which has led the successful delivery of the CSU’s business development and growth strategy, doubling its income over its first three years. Anne joined the CSU’s executive team formally in January 2015 and was appointed as Executive Director of Clinical Services on 1 June 2017. 

Anne is also on the Board of Trustees for Action for Stammering Children which supports therapy services, education and research to help children and young people who stammer fulfil their potential in life.

Anne has responsibility for quality and clinical governance across NEL CSU as well as the following clinical services:

  • Continuing healthcare
  • Personal health budgets
  • Individual funding requests
  • Medicines management
  • Individual patient placements
  • Cancer commissioning
  • Patient safety
  • Patient experience
  • Infection control

Steve Rubery

Steve Rubery

Sector Director for London

Steve Rubery was appointed to the executive team in July 2016 into the newly created role of Sector Director for London.

He joined NEL CSU on its formation in April 2013 as NCL PoD Contracting Director and was appointed as NCL PoD Director in June 2014.  A pharmacist by profession, Steve has more than 15 years’ NHS experience in senior leadership posts in both commissioning and provider organisations and has led both clinical and non-clinical services.

Steve is responsible for all aspects of contracting, service delivery and customer satisfaction in the following teams and services:

  • Barking Havering and Redbridge (BHR) PoD
  • North Central London (NCL) Point of Delivery (PoD)
  • Waltham Forest and East London (WEL) PoD
  • Professional lead for contracting for London operations

Helen Hughes

Helen has held a number of senior management roles during her 20 years in the NHS.  She joined NEL CSU when it was first established in 2013 as Director of Contracting within the Barking Havering and Redbridge PoD.  After a three year spell as Executive Director of Performance at a large Acute trust she returned to NEL CSU in 2015 as Anglia PoD Director, before taking up her current role in September 2016.

Helen has held a wide range of senior positions within commissioning organisations working with primary, community, acute and mental health services from both a commissioner and provider perspective. She specialises in contracting and performance management of NHS Contracts and has used this expertise to lead high profile projects that engage and empower clinical teams in transforming services. 

Helen has responsibility for the following teams and services:

  • Anglia PoD, including North Norfolk, South Norfolk, West Norfolk, Norwich and Great Yarmouth and Waveney CCGs
  • Essex PoD, including Castle Point & Rochford, Thurrock, Southend, Basildon & Brentwood, Mid Essex, North East Essex and West Essex CCGs
  • Luton PoD, Luton CCG

Jeremy Burden

Jeremy Burden

Sector Director - South

Jeremy trained and practised as a nurse at Charing Cross Hospital before moving into general management at Barts Health. He then worked across London in a number of general management and commissioning roles.

Through these roles, Jeremy set up NHS Direct South East London in 2000, commissioned and opened a new health centre in West Greenwich, and led reviews of mental health, sexual health and maternity at Tower Hamlets PCT.

He was director of contracting, procurement and business intelligence at SE CSU before his appointment as South Sector Director at NEL CSU.

Oliver Lake

Oliver Lake

Interim Director of NEL Healthcare Consulting

Oliver has worked in a range of senior leadership roles during his 18 year career in the NHS.   He has been a Director of Communications and Engagement since 2010 and has led various CSU service teams as well as transformation and consultancy projects across the NHS.  He has a particular interest in public and patient engagement and co-production of services.

Oliver and his team provide customers with consultancy support in the following areas:
