London-wide Primary Medical Services Review


NHS England (London) were required in 2015/16 to review London’s PMS (Primary Medical Services) contracts to establish how best to apply nationally agree principles of equitable funding and to identify how to get best value from investment in quality improvement and innovation. There are over 600 PMS practices in London across 32 CCGs. Significant engagement was required with CCGs and LMCs to ensure plans were in place for the review and to understand the full implications of the review.


We established a Programme Management Office (PMO) and provided technical support to deliver the PMS reviews across London. This included developing an agreed methodology around the financial aspects of the PMS review, and developing specifications for the London Offer. Alongside this we provided extensive support to, and engagement with, CCGs as well as communications and media advice.
